【摘要】:Useofthisclassificationwillimprovecommunicationamongallthestakeholdersinvolvedwithpreparing,evaluating,andusingcostestimates.Thevariouspartiesthatusecostestimatesoftenmisinterpretthequalityandvalueoftheinformationavailabletopreparecostestimates,thevariousmethodsemployedduringtheestimatingprocess,theaccuracylevelexpectedfromestimates,andthelevelofriskassociatedwithestimates.Thisclassificationappliesthelevelofprojectdefinitionastheprimarycharacteristicfordetermininganestimatex2019;sclassification.Usingthisclassificationwillhelpthoseinvolvedwithprojectestimatestoavoidmisinterpretationofthevariousclassesofcostestimatesandtoavoidtheirmisapplicationandmisrepresentation.Improvingcommunicationsaboutestimateclassificationsreducesbusinesscostsandprojectcycletimesbyavoidinginappropriatebusinessandfinancialdecisions,actions,delays,ordisputescausedbymisunderstandingsofcostestimatesandwhattheyareexpectedtorepresent.Thisclassificationisintendedtobegenericandsoprovideasystemfortheclassificationofcostestimatesinanyindustry.EstimateclassificationsprovidevaluableadditionalreportinginformationwhenusedasanadjuncttoPracticeE1804.1.1Thisclassificationprovidesagenericclassificationsystemforcostestimatesandprovidesguidelinesforapplyingtheclassificationtocostestimates.1.2Thisclassificationmapsthephasesandstagesofcostestimatingtoagenericmaturityandqualitymatrix,keyedtoalevelofprojectdefinition,thatcanbeappliedacrossawidevarietyofindustries.1.3TheCostEstimateClassificationSystemhasbeendevelopedinawaythat:1.3.1providesacommonunderstandingoftheconceptsinvolvedwithclassifyingcostestimates;1.3.2definesandcorrelatesthemajorcharacteristicsusedinclassifyingcostestimates,and;1.3.3usesthedegreeofprojectdefinitionastheprimarycharacteristicusedtocategorizeestimateclasses.
